Terrorism versus Prevention

With the current system of justice, terrorism definitely has the upper hand. Even if a plot is uncovered, there is little that the government agencies are allowed to do by law. Certainly, items that relate to a terrorist attack could be impounded, and in some cases, charges could be laid if it can be proven that a plot involving terrorism is in play, but in all likelihood, the perpetrators would be back out on the streets in a very short time, wiser and prepared to begin again with a more cohesive plan. Terrorism is rampant in the world today. The stakes are high, but so are the rewards. Terrorism can be financed by kidnapping involving ransom or by theft, and once the hurdle of money is out of the way, the rest can be quite simple.
