Summary
In Chapter 15, Juliette leaves for the masquerade with her father. They see a body and Juliette thinks that foreigners stoked the flames of the city’s sins. They arrive at the French Concession and she overhears foreigners spreading rumors of hysteria. Her father continually leads her through the crowd to the Consel-General. She hears them talking about the British and how he wants Scarlet Gang support. Her father agrees, but Juliette says the French cannot dictate her country. After her father drags her away, he says she needs to be more careful with what she says as slighted white men are dangerous. Juliette is tired of white people's entitlement in both Shanghai and America. Her father says they need support from these powerful men.
