Chapter 28 Summary

When they board the plane three hours later, they start talking about the motive. Reacher tells Harper that only one of the eleven women is the true target. The rest of the women are just camouflage.

The killer, perched on the hilltop behind a rock, uses the stolen phone call to call Rita. She recognizes his voice.

Rita then goes out to the police car to apologize to the officer and allow him in to use the bathroom. Later, Rita tells the cop she is going to the store, so he moves her car so she can pull her car out of the garage. The killer watches her go.
