Chapter 19 Summary

When they return to the TV room, they find Lamarr is still there even though Blake sent her home. Reacher argues a new motive for the killings. Reacher says he thinks he is killing them to eliminate witnesses to something. Reacher says all of the women were in jobs in the Army that relate to weapons. The filed-off serial numbers on the guns Reacher took from the racketeers at the restaurant were government issued. This got him to thinking that something similar could be going on with the Army issued weapons.

Reacher says he is staging the murder scenes to make it look like it's a serial killer instead. Poulton argues that Reacher's new motive theory is wrong because Caroline Cooke's job didn't have anything to do with weapons.
