In "The Balance of Power", France is achieving great things, but Louis XIV, the king, is single-handedly running the country. He invades the English in 1678, and again in 1697. By the end of the War for Spanish Succession, international politics are such that a single nation ruler of Europe is impossible. This balance of power ensures that no single nation's interests are pushed before the interests of other nations.
