Hello City, California
Through flashbacks, Excel recalls his nine months in the fictional makeshift desert community of Hello City, California. Hello City is a 400-acre span of desert land abandoned by the US government after initially being allotted as a World War II training ground. Hello City houses a population of approximately 200 artists, retirees, and misfits looking to live “off the grid” on the outskirts of society, whether to create art, sell wares, or establish a new life with minimal outside interference. Excel and Sab attempt to create a home for themselves in Sab’s cousin’s cramped Airstream trailer, but they meet obstacles as a result of Excel’s precarious status as a TNT.
