Part 6, Chapter 36 The Meat Ax Summary

Until now most of the highways Moses built connect cities or run on the edge of cities. Now, in 1945, he is planning to build through the city in densely populated areas. When Farrell, Moses' engineer, first looks at the site, he sees nothing but apartment building after apartment building. The highway would have to go underneath and that would require a lot of blasting in the hard rock of that part of New York. While all this blasting and building is taking place, the trains have to keep running and the main thoroughfares have to be kept in use.
