This chapter begins the day after the factory riot, the day of the fête. Mrs. Lembke, the planner of the fête, is still unaware that public opinion has shifted against her. Peter is controlling her, though she is not aware of the fact herself. On the day of the fête, everyone who could afford the high price of a ticket to the event and some that could not would be attending.
