Horace Bury is escorted to the palace by a large group of Marines. He expects to be sentenced for his part in the New Chicago rebellion. Then, he enters a small room that contains Rod and Senator Fowler. They play the tape of evidence against him. Playing a hand that Bury has played against others so many times, the Commission enlists him to help control the Traders Association as related to Motie issues. They also insist that he has resources in rebel and outer planets that can be used to move them into the support of the Empire.
