Kutuzov definitely wants to take the gift ship home and is not excited about having it connected to his boat. Dr. Horvath is going to follow the printed orders for the mission and insist on a full war council before the Admiral makes and enacts his decision.
Individuals have gone over and inspected the marvelous gift ship. Horvath has blind faith in Motie trustworthiness. Bury, on the other hand, is convinced they are evil and must be exterminated. Kutuzov responds by tempting Bury with the riches that could be had by exploiting whatever technology is on the gift ship. Bury says he'd rather pay to see the race ended. Between weakness in the Empire, trade problems, revolts, and other factors, the Navy does not need aliens added to the complexity.
