The previous ten installments of the Wings of Fire series were set on the continent of Pyrrhia. The 11th installment is set in Pantala . which is home to three dragon tribes, the HiveWings, SilkWings, and LeafWings. Most dragons believe a war that ended 50 years earlier wiped out the LeafWings, but that is not true. The HiveWings and SilkWings are ruled by a HiveWing, Queen Wasp, and they live in communities called hives.
Blue is a SilkWing dragon who lives on the continent of Pantala in the Cicada Hive. The SilkWings are treated as second-class citizens with few rights and many rules. Blue's family consists of four dragons – his mother Burnet, his sister Luna, and Luna's mother Silverspot. Blue's and Luna's father is a dragon named Admiral, but they know nothing about him.
At age six, each SilkWing undergoes Metamorphosis. They enter a cocoon, grow wings, and develop the silk glands in their wrists. Luna's Metamorphosis day is a few days before Blue's. They set out to enjoy the day together. Bye the afternoon, it is clear there is something wrong. The other dragons entering cocoons have silver light from their silk glands, but Luna's is fiery red. Blue discovers Admiral was a flamesilk, one of only a few dragons with the ability to produce a burning silk that is a valuable commodity to Queen Wasp. Knowing there was a chance Luna and Blue would have this ability, there are soldiers ready to take Luna into custody, but Blue escapes with the help of a friend.
Blue soon meets a HiveWing named Cricket and discovers Queen Wasp can exert mind control over all the HiveWings except Cricket. She does not know why it does not work on her. She becomes determined to help Blue rescue Luna with the help of Blue's friend Swordtail. As Blue begins this journey, he believes he is not courageous enough to actually help, but he remains determined. Blue, Cricket, and Swordtail make a dangerous trip across the savanna to reach the Wasp Hive where they encounter three LeafWings, a young female named Sundew and her parents, proving the LeafWings are not extinct. Blue quickly learns that Queen Wasp has been ruling by completely controlling the HiveWings and making everyone believe she has a book that details the future – the Book of Clearsight. The LeafWings believe it would be fair for them to read the Book. Ultimately, Blue helps steal it just before he is captured.
Blue is thrown into a cavern where he meets Admiral and where Luna emerges from her cocoon. Admiral is one of several flamesilk dragons being held prison in the cavern and forced to produce silk for hours every day. Admiral believes Blue and Luna should accept this life and just live there, but Blue and Luna are determined to escape. Cricket, Sundew, and Swordtail provide the means by breaking through a wall of the cavern and leading them through a complicated cave system to the ocean. HiveWings find them. During the fight, Luna is swept out to sea. She lands on a beach of Pyrrhia, determined to find dragons here who will help save her culture. One of the dragons in Pyrrhia is Moon, a NightWing who has had visions about Pantala and believes there is escalating danger there.
