Summary

Hannah accompanies Grady to the U.S. marshal’s office. He explains that Owen is not in witness protection because he did not feel it was safe enough for Bailey, but that he had to change his identity to protect himself from Nicholas Bell’s employers. Grady advises that Hannah and Bailey enter WITSEC now that they have revealed themselves, but Hannah realizes that Owen did not trust WITSEC because the program was not completely secure and failed him once.
