Book 4, Chapter 15 Summary
Tom Hagen is persuaded by the governor of Nevada to abandon his run for Senate and accept an appointment to Congress. By some stroke of luck, the original Congressman died suddenly of cancer, and Tom will fill the seat until the next election. He will eventually run the race against a dead man. The dead man actually wins the race, but until then, Tom Hagen is the new Congressman from Nevada. Hagen agrees to do this out of loyalty to Michael, who still thinks he wants to go legitimate. Hagen hates legitimate businessmen, and he hates the government even more. It's Tom's opinion that the evils done by the legitimate men of the world are crueler than any Mafia crimes, because in the Mafia, the only men who are hurt are those who bring it on themselves.
