Blow specifies that Black Americans should focus on relocating to Louisiana, Mississippi, Alabama, Georgia, South Carolina, North Carolina, Virginia, Maryland, and Delaware. Blow also recommends settling in or near major cities that already have Black majorities or pluralities. Blow addresses the question of whether his proposal itself is racist. He writes that race is a social construct, but racism is a reality, and thus this reality must be met in realistic terms by the people suffering from it.
