Panem

Panem is the name of the country that serves as the overall setting for this novel and for the Hunger Games series. Panem consists of the Capitol and 12 outlying districts identified by number. Each district serves specific purposes, such as producing specific products. Each district is required to send one girl and one boy to the Capitol where they are to fight in the Hunger Games.

The Capitol

The Capitol is the governing city of Panem. The city is in ruins after years of war with the outlying districts. Coriolanus lives and studies here. He describes many of the specific settings in the current time, comparing them to his memories of these places in the past. The city is large, but there is a lot of empty space now because the years of war have taken their toll.
