Summary
In Chapter 21, when Ellen asked about the note she had given Betsy, she learned Betsy put it on Ellen’s desk when she arrived back at her office. Ellen told her there was a copy of it on her governmental plane. Ellen said someone had taken the note and sent a copy to Shah, who sent it to Ellen as a taunt. Betsy said the only person who had been in the office was Stenhauser. She also noted Shah’s people would need someone working in conjunction with them in Frankfurt who had access to Ellen’s plane.
