Washington, D.C.
Washington, D.C. is the capital city of the United States of America. It is where congressmen and senators from each of the fifty American states go to discuss and make policies and laws. Keene and Webb are elected to congressional office before the novel begins. They are in Washington, D.C., as events get underway. Keene does much of his architectural work on CAD-FAC while in Washington, D.C. There, he meets with Thurman a number of times to discuss events unfolding surrounding CAD-FAC, such as the importance of the Order. Washington, D.C. is presumably destroyed during the nuclear blasts that signal the operational start to the silo program.
