Inter-Agency Relationships
One of the themes in Shadow Prey is the relationship between the different agencies. Relationships between agencies are always tense, each wanting to take the credit and none of the blame for solving a crime or fixing a problem.
The first time the reader sees the relationship between the agencies is when a rich family sends an NYPD detective named Lily to help the Minneapolis police solve the murders. Lily is initially assigned to Sloan to "work the streets" so she is not actually involved in the heart of the case. None of the officers wanted her to learn too much or get in the way of their solving the case. Only when Lucas, one of the main officers, finds her attractive is she able to sink her teeth into the case. Lily probably would have been shuffled around to unimportant tasks if not for Lucas' interest...
