Graff sends Peter an email saying Russia is taking a chance that Europe will remain calm and do nothing. It's the same risk they were willing to take when they had Achilles and kidnapped all of Ender's Jeesh. And though Russia is making a move to establish itself as a world power again, they don't have their Jeesh boy, Vlad, to help, but they do have his plans.
