Chapter 21, Papers Summary

Vlad emails Peter to apologize for his government using his ideas. He is taking Graff up on his offer to leave earth. In Hyderadad, Alai, too, has given his orders and plans to leave when Virlomi is arrested. Once she sits in prison and regains her senses, he will release her but not in India. With him and Virlomi out of India, the people will have a chance to rebuild while he puts the Islamic house in order. He leaves his office with two guards.
