Summary
In Part 4, Chapter 8, Gaspery arrived at Ephrem's office in the Time Institute. Ephrem gave him a cup of chai tea, which they used to drink together in their youth. He told Gaspery his job would be to go back in time and interview people related to the anomaly: Edwin St. Andrew, Olive Llewellyn, Paul Smith, and Alan Sami, who played violin in the Oklahoma City Airship Terminal.
In Chapter 9, Gaspery finally completed his training five years later and entered the time travel chamber at the Institute. Zoey shot a tracking device into his arm, which synced to Gaspery's phone-like device and ensured the Institute could follow his movements. She mentioned that a previous time traveler had removed their tracker, fed it to a cat, and sent the cat back in their place. This was Gaspery's cat, which Zoey had given him...
