Power
When a person holds power over others, that person always has opportunities to misuse that power. The decision to use the power wisely is a sign of a strong character with a strong moral compass. None of the characters of this novel truly have that level of strength when it comes to their power, and the people who do not have the power are often left to bear the consequences of misuse.
