Chapers 40 through 50 Summary
After some talk, Horlock comes to the conclusion that flooding the tunnels is the best option available. He overrides objections but does agree to send police in to roust all the homeless living in the area where the water is expected to be initially poured in. The plan is that the water will rush to the lowest point - the Astor lines - and the creatures will be killed. Horlock, learning that none of the killings have occurred during a full moon and that the Mbwun shun the light, insists that the plan be put into action immediately with the hope that the creatures will all be in the lowest tunnels.
