Summary
In Chapter 33, even though the Orions let Golov slip from their surveillance they learned about his patterns while attempting to follow him. Golov was even more predictable because he met with Boucher so frequently. In one particular SDR, Golov made it appear that Mt. Vernon was his destination. When Golov activated the fishhook, the FBI lost him but Orion did not. They had two agents waiting in the lobby of the Tabard Inn when Golov arrived. They never saw with whom he was meeting, and left after half an hour because they did not want Golov to become suspicious. Benford called and begged the FBI to get agents to the Tabard Inn. It took them two hours to get a team together. By that time the meeting was finished. Boucher had left and gone home.
The next morning, Benford chastised the FBI agents...
