The President has a meeting with CIA director Warren Nicholson and his chief aide for the Kremlin, Marshall Collins. They have learned of the Sicilian Project from their contacts in the KGB instead of from the U.S. government. They know that the Russians know the code name but they don't know how much information they have about the project itself. Nicholson's plan is to feed the Soviets information about the program. The President agrees to the proposal and says he will have a report written by Meta Section. He tells the men that anything to do with the Sicilian Project must go through him.
