Chapter 23, Overwatch Summary

Popov, Henriksen and Brightling plot to develop a plan to bring the Rainbow team down. They plan to tap IRA terrorists to carry out the operation. Popov is very familiar with these rebels having dealt with them in the past. They are ideological in nature but are in dire need of money to continue operations. John orders Popov to travel to Ireland and make the proposal in person. John will pay the terrorists $5 million.

John Clark tells Domingo that the Aussies have requested their help on security for the Olympics, so he will be sending a team down in a few weeks. They already have contracted a consulting company run by former FBI agent Bill Henriksen but just want some input from Rainbow.
