Chapter 16, Discovery Summary
In his New York apartment, Popov is watching this latest hostage incident. To his surprise, he sees one of the team members smoking a pipe after the all clear. He hurriedly views the tapes of the Bern and Austrian incidents and sees a man of roughly the same size also smoking a pipe after the take-downs. He looks for other similarities. He sees a small man at each incident who seems to be in charge. Although in each instance, the local police had been credited with the take-down, Popov has growing suspicion that a special operations unit is in force.
