Chapter 1, Memo Summary
The creation of Rainbow is the brainchild of John Clark, a 30-year CIA veteran. In a memo to his superiors, he outlines the need for the counter-terrorism unit. Clark bases his reasoning on current conditions. Since the fall of the Soviet Union, the gravest risk to the western world is the proliferation of experienced and highly-trained international terrorists. Rainbow will be devoted to seeking out these dangerous individuals and eliminating them.
Rainbow headquarters is located in Hereford, England, also the base for the British Secret Service. On the first day, John meets his office staff and is ushered into his large new office by Alistair Stanley.
