Summary

Chapter 11 is titled “On Rolling Like a Demigoddess.” Emmy has enhanced hearing as the Arbiter and is tortured by the outcry over Talia's win. Emmy is surprised when Igraine portals across the lake to confront Emmy. Emmy says there is no rule against this kind of collaboration and formally declares Talia the winner. Gabrielle agrees that Talia won. Other elders agree. Igraine asks James to intervene because of his role as official record-keeper. He makes it clear Emmy is the Arbiter and approves of her decision. Igraine then questions whether Emmy is being fair. Emmy feels the magic of the mantle rising up. It creates a literal storm. Channeling the four founders, her voice echoes, “HOW … DARE … YOU” and reminds them of the authority of the Arbiter. She then demands, “YOU WILL ADDRESS ME AS YOUR EMINENCE,” admitting that it was her choice...
