Summary

In Chapter 23, Lucas and Devlin watch as the drugs leave. Lucas says they are going to Washington first because he does not like the way the FBI is working. Devlin is worried about his career, but Lucas says he is too low to ruin.

Lucas meets with the Florida senator at the airport. He brings the senator up to date. Lucas feels that they need to get one of the distributors of the drugs and have him give the money to Sansone. The senator worries that some of the drugs will get on the street. Lucas tells him the advantage of capturing the entire Mafia organization. The senator agrees and Lucas thanks him. Then he and Devlin go to meet Mallard and Jane Chase. Lucas repeats what he told the senator. Chase wants to leave the decision up to the New York AIC...
