Part I, Chapter 5-20 Summary
The President is in his office at the White House and is waiting for the security briefing by Mercier. Mercier arrives and they talk about the Middle East oil situation and what they will do for oil. They talk about the buying of electricity from Canada. The President is not comfortable with being dependent on Quebec, especially since they will be voting on a referendum for independence. He is concerned about the Free Quebec Society, an underground terrorist group, gaining control of Quebec, in which case they would have another Cuba situation.
