Summary

Chapter 4 drops back in time to December 1978. Billie is in jail in Austin after being arrested for beating up a cop who pistol whipped a girl during a protest. She is summoned to a private room where a dapper Englishman introduces himself as Retired Major Richard Halliday of “Her Majesty's Army.” He has a folder and recounts information about her, including her time in foster care and her mediocre efforts at education. She stops him, saying she knows the details. He wants to recruit her for a “clandestine organization.” She asks if it has to do with porn. He smiles but denies that, then gives historical information about various intelligence organizations. Most disbanded or morphed into another agency.
