Chapters 4-6 Summary

SMERSH is an agency within the Russian Government whose sole purpose is to execute those people who conspire to injure the Russian Government. The head of SMERSH is preparing a meeting with the heads of several of the Russian Intelligence Agencies to discuss the role of these intelligence agencies in the policies of the new government leaders. Russia has recently adopted a hard-soft policy in foreign affairs and while they have done many great things since their inception, the government feels that the intelligence community has done little on their part. The idea of this meeting is to devise a plan in which the intelligence community will work together to injure an intelligence agency of one of their enemy countries. General G, the SMERSH leader, those around the table to make suggestions on who they feel should be their target.
