The Mayors Summary

Salvor Hardin and Yohan Lee talk about their successful take over of Terminus 30 years earlier. Since then, various planets have gained their independence from the Empire and have become potentially dangerous. Now Hardin can no longer guarantee protection for Terminus, some of the younger members of the government are getting restless. Hardin is currently waiting for a visit from a young group of dissidents. They arrive headed by a young man named Sermak. He criticizes Hardin's foreign policy, saying he is making Terminus's defenses weak whilst strengthening the defense of other nations. He respects that Hardin has fought hard to get Terminus into a strong position but he has gone as far as he can go and should resign. It he does not, Sermak threatens revolt.
