Summary
Chapter 3 shifts to the College Mobile Home Park, a trailer park on Milwaukee’s predominantly white South Side. Though the residents of the trailer park were themselves poor, they were eager to divide themselves from the “ghetto” of the South Side and generally refused to live in the majority black neighborhood. The two regions had a history of division and racial strife, even after civil rights reforms were instituted during the 1960s, and they remained highly segregated. The trailer park was owned by a landlord named Tobin, but managed by Lenny, who lived in the park rent-free as part of his salary. Tobin was somewhat flexible with tenants who were late with rent payments, allowing them to delinquent rent over time or perform maintenance work in its place .
