Importance: As the novel gets underway, Juliette oversees a digging operation with the intent of reaching Silo 17 by tunnel. Having been outside, Juliette knows that there is an entire world above ground. Her goal is to ultimately reach the outside, but first she must ensure the survivors in Silo 17 have access to 18 so they, too, can get out. Juliette does not yet know it, but the tunnel to 17 will be Salvation for her and people from 18 rather than the other way around.
