The President is suffering terrible dreams and is continuing to shut out Congress while implementing wild and unrealistic policies. Oates visits with the men running the research on the American version of Lugovoy's project. When Oates learns the details of the project, he assigns his men the task of finding a way to intercept the President's brain functions and send Lugovoy fake information instead. Oates then suggests to the other cabinet members that they begin considering the possibility of impeaching the President. Moran sees the same thing and takes his case to the public. At the same time, Pitt wakes a few days after the sinking of the Leonid Andreyev in a hospital at Guantanamo Bay. Pitt was rescued by Giordino and then a Navy helicopter.
