Part Two, The Eagle, Chapters 13-19 Summary
The head of the Secret Service is notified of the missing occupants of the Eagle and immediately calls a meeting with several members of the President's cabinet. On his way to the meeting, the head of the Secret Service is killed in a car accident. Lucas is appointed to take his place. At the meeting, it is decided that news of the disappearance will be kept secret until the President's whereabouts can be established. An actor is employed to imitate the President from a distance at his ranch in order to keep the press occupied. A similar decoy is employed in the Vice President's place and a cover story arranged for the whereabouts of the two Congressmen.
