Part One, The Pilottown, Chapters 11-12 Summary
Lucas works late, concerned for the safety of the men onboard the Eagle, while at Mount Vernon the Eagle is anchored at the dock for the night. The President and Moran speak for a short time, but it is clear the President is not going to be able to convince Moran to show the Russian people kindness by backing the President's aid plan. Moran goes to bed and the President spends a few minutes alone with the Vice President, who expresses concern that the President will never be able to get support for his Russian aid plan.
