Chapter 21 begins with Karou remembering spending time with Brimstone and the others as a little girl. She remembers talking about the different denominations of wishes and how Brimstone told her that even the strongest wish has its limitations- that he hopes for things instead of wishing and that "hope makes its own magic."

Karou never quite understood what he meant but she knew that no amount of hoping was opening the portal doors again. Chapter 21 reveals that Karou has been visiting Brimstone's traders to collect wishes and, in this chapter, she visits Bain.
