Summary

Chapter 11, The Best is Lost – Consul Jia arrives to tell Clary and Jace the Council meeting has begun. The Council is in an uproar. Jia reveals that Luke and Jocelyn have not responded to their messages, and that no Downworlder representatives can be reached. No one is at Meliorn’s house. Foul play is suspected. Simon will have to stand in as the representative for the Night Children. It is also discovered the council chambers have been vandalized with graffiti from Sebastian saying he has come. Clary, Jace, Alec, and Simon meet up to discuss the disappearance of the Downworlders. Meanwhile, members of the Council discuss whether is right they are all in Idris or should be out protecting the world as they are charged to do from Heaven, and how they can possibly combat Sebastian.
