Patrick Burke
Patrick Burke is a Detective Lieutenant on the New York City police in the Intelligence. He has been in police intelligence work for twenty years and is concerned about security for the parade. Nothing has ever happened during the parade, but he is concerned because Maureen Malone is there. He arrives at the cathedral as it is being seized and is the first to talk to MacCumail. He gains the trust of MacCumail who tells him to be wary of Major Martin. Burke is not supposed to engage in any negotiations with MacCumail. Even though he brought in the hostage negotiator, Flynn keeps trying to work with Burke, who is the only one who they allow inside the cathedral.
