Chapter 21-25 Summary
In chapter twenty-one, Verna is making a new rule that the wizards living in the Palace will no longer be allowed to get women in the town pregnant with no repercussions. Several of the Sisters try to argue with her, saying that men have uncontrollable urges and that if a woman does get pregnant then the Palace should pay to ensure the child does not go hungry. Verna tells them that the women in the town get paid a small fortune to have a wizard's child and that they are encouraging women to try and solicit the men and replacing the need for a father's care with gold.
