Chapter 10 Summary
In Washington, President Garner Ward and his advisors are discussing the recent assassinations. The advisors are trying to deflect blame elsewhere from the lack of intelligence they had on the killings. The contents of the note are revealed to be from the Japanese Red Army, a terrorist group thought to be largely defunct. The JRA's wishes are for America to stop their work in Japan: "Be vanquished, American imperialists who soil Nippon with greed, or death will blow her cold, sweet breath to the shores of America." Political avenues are discussed, including travel restrictions on ambassadors in order to ensure their safety. The President reflects that he believes there is still more to come.
