Summary

Part Three opens eight years ago when Gaven ascends to the role of region leader, and protests start to form due to the abolishment of the Separation Law. In a tavern, an unidentified man eavesdrops on discussions about a rebellion and witnesses the arrest of a short woman accused of robbery. The woman, who introduces herself as Eir, is taken to Althaea Main's dungeon but easily escapes by shapeshifting into the appearance of the guards. However, Region Leader Gaven, recognizing her as a shapeshifter named Erel from a supposedly extinct tribe, challenges her to a duel for her freedom and emerges as the victor. Although Gaven releases her, Erel decides to stay and offers her wisdom as Gaven's advisor in exchange for a life off the streets. Gaven agrees, and with Erel's help, he manages to contain the growing rebellion.
