The letter is a symbol of conflict. Billington writes the letter to the investors in order to get back at the governor for not giving him what he was promised. The letter creates tension throughout the colony.

The Fourth Parcel of Land

The fourth parcel of land is a symbol of broken promises. Billington was promised four parcels of land for working as an indentured servant for seven years, but he was only given three. He wants the fourth because he believes it is rightly his.
