Summary
In Chapter 10, Nat goes back to London to find out the treasury bored has rejected Operation Rosebud due to disproportionate risk and that Florence resigned on Monday after a meeting with Dom.
Nat meets with the avoidant Dom to ask about what happened. Nat asks to see the treasury board’s report which rejected them, but Dom says no. Dom says another reason for the rejection was that Florence is too emotional. Nat realizes he will never learn the true nature of Dom and Florence’s meeting from Dom.
Nat asks for permission to request a meeting with Arkady, to see if Arkady can offer insight on the hunch Nat has after his conversation with Sergei. Dom strongly forbids it, as Arkady is not trustworthy. Nat then asks for leave of absence, saying he will ask Arkady anyway.
Nat sends Arkady a coded letter...
