The narrator has already just described the policeman walking his beat as “impressive” in the previous sentence, thereby establishing the central aspect of the unknown policeman's personality. This repetition of that compliment further suggests that not only does the policeman do his job so outstandingly, but he also does that same good job even when no one is watching and he could get away with slacking off. In other words, this line establishes the policeman's depth of integrity, which will be a decisive factor once he is revealed as Jimmy.
