Summary

Chapter 21 is titled “Demands.” A snowstorm struck the Southern Kingdom and lasted five days, leaving damage in its wake. As soon as the storm abated, King Champion summoned Justices to the palace. Justice Evergreen and the others began to discuss what to do about cleaning up and repairing the damage. Justice Oldragaid said they should tax the poor. When the poor cannot pay, they will be forced to work off their fines, meaning they can do the cleanup. He goes on to say they can alter the Book of Faith to say that poverty is a sin and say that the poor brought down the wrath of God in the form of the storm. King Champion enters the room. He tells the Justices about his previous meeting with Madame Weatherberry, and his decision to approve her school. He now reveals that students from...
