By the end of the 1960’s, we, as a society, changed our perspective regarding a number of issues, and Congress backed the obvious change in attitudes with legislation. For example, institutional racism was recognized as wrong. Civil rights legislation was enacted to support needed social change. During the 60s, American thinking about sex changed as well. Legislation followed public opinion in supporting the “Sexual Revolution” as value-free sex education programs were funded.
